Couple of bug fixes and one small tutorial change:

1. Fixed an issue causing some clue icons to appear above popup evidence

2. Fixed an issue where you could get soft locked near the end of the tutorial

Improvement

1. Changed tutorial dialog to better explain how to properly tag a clue
